Amazing but True! Read all about it here:
localhost/under DCF: Which Visa? and you'll see that in some countries, the USC can file the petition at the Consulate/INS office *overseas* and get it approved in roughly 3 days.

In the US you can file all forms at the same time without the intermediate
waiting period. The alien then enters the US and, as LD sez, gets their Green Card stamp immediately with card itself in the mail. If you are
