Here is what the Consulate's web page says:

If you would like the Consul General to review your case, you can
send a fax to +40 1 211-3360. Simply come to the
Consular Section any day Monday through Thursday at 9:30 with your
passport, one passport photograph, completed application, receipt for
the $100 application fee, and all the supporting documents you have
regarding your ties to Romania.

It sounds like the fact that she was in the US in 2002 and now intends
to come again in 2003 is pointing to insufficient ties to home.

It states that: [r]econsideration of refusal.Then again this could be considered fraud?

If nothing has changed or if an applicant brings nothing new to the
interview, the applicant will likely be refused again.

My mother-in-law was recently denied a tourist visa (after she
received one last year and did not violate it - is the State Dep't
arbitrary and capricious or what?) and she would like to give it a go.
