The procedures for getting this are not really well established and many INS offices don't seem to know about it.What if the alian in question is from Canada and
doesnt have a passport?Normally you dont need one to visit back and forth,
but what can be done about the no pass port thing?

Are you referring to the letter you get right a week or two after you
file the I-751??

The letter extended your green card should be enough to show other
countries/airlines in order to return to the US.
