So a file opened today by NVC will be MOS 2003 - xxxxx.[California was Western, Texas was Southern, Nebraska was Northern, and Vermont was Eastern -- this matched the old INS administrative regions, which no loner exist]. 2003002=January 2, 2003.too obvious ;-)
